USEC. IGNACIO:  Good afternoon, MPC; kasama na natin si Chief Presidential Legal Counsel and Presidential Spokesperson Salvador Panelo.

SEC PANELO:  Good afternoon, MPC.

JOSEPH MORONG/GMA7:  Sir, statement. Palace advice sa dadaanan ng bagyo.

SEC. PANELO: Well, the President has already directed all agencies to be alert and to perform all the measures that have been prepared in the event of any storm coming.

ACE ROMERO/PHIL. STAR:  Secretary, can you elaborate on the President’s statement during a television interview this morning that he wants a better deal when it comes to choosing the next PNP Chief?

SEC. PANELO:  Was it this morning or the other…

ACE ROMERO/PHIL. STAR:  This morning.

SEC. PANELO:  This was a replay.

ACE ROMERO/PHIL. STAR:  No, no inere ngayon sa GMA 7.

SEC. PANELO:  Kaya nga, relay iyon; nung Friday pa yun. Taped yun, kasabay ni Ina iyon eh.

ACE ROMERO/PHIL. STAR:  So ano ang ibig niyang sabihin na he wants a better deal?

SEC. PANELO:  What he is saying is that, he wants an honest cop. He doesn’t want any cop that has been charged with any irregularity, any infraction whether administrative or criminal.

ACE ROMERO/PHIL. STAR:  Pero meron na siyang pinagpipiliang tatlo and he even described them as lahat sila good. What’s keeping him from choosing the next police chief?

SEC. PANELO:  Eh siguro hindi pa siya kontento eh.

ACE ROMERO/PHIL. STAR:  Bakit po kaya?

SEC. PANELO:  He didn’t explain. We’ll have to wait for him. He said if he cannot choose, then he will just take over temporarily as the head.

ACE ROMERO/PHIL. STAR:  Hindi naman kaya ito nagre-reflect ng lack of bench?

SEC. PANELO:  Lack of what?

ACE ROMERO/PHIL. STAR:  Hindi naman ito ibig sabihin shallow iyong bench nung PNP, kasi ang dami namang mga qualified officials, but the President is taking long—

SEC. PANELO:  Hindi shallow, baka naman hindi pa nakakarating sa kanya iyong mga magagaling. Marami namang magagaling, pero kung hindi nakakarating sa kanya ang mga pangalan. Let’s just wait for him.

JULIE:  Sir, follow up lang po. So if hindi pa nakakarating kay President Duterte iyong magagaling na candidates for PNP Chief, would it be safe to say that hindi siya bilib doon sa tatlong contenders na sinabmit sa kanya nung October?

SEC. PANELO:  Wala naman siyang sinabing hindi siya bilib basta sabi niya hindi pa siya nakakapili. Eh bakit ba hot na hot din naman tayo na i-pressure siya. You must remember that there is an OIC, eh magaling naman iyong OIC. So, siguro kontento pa siya na magaling iyong OIC.

JULIE:  Pero kasi sir, more than a month na po na OIC status?

SEC. PANELO:  Aba eh ganyan talaga, that’s the prerogative of the President.

JULIE:  So it could be until the end of the year, OIC status pa rin ang Chief PNP?

SEC. PANELO:  Hindi natin alam, let’s wait for the President.

JOSEPH MORONG/GMA7: Sir, comment doon sa report nung sa satellite na mayroong… let’s say, aerostat in our EEZ particularly Panganiban Reef, sa Mischief Reef? Is this a cause of concern for the Palace? Are we worried that China has been, maybe, consistently putting up facilities there and improving on their facilities?

SEC. PANELO:  I will defer to the statement to be issued by the Secretary of Foreign Affairs. And that is again subject always to the National Security Adviser, as well as the Department of National Defense Secretary for validation.

JOSEPH MORONG/GMA7: To be issued by the DFA? He is going to issue a statement?

SEC. PANELO: He always he issues a statement after SND and the NICA Director come up with a statement relative to any matter concerning national security.

JOSEPH MORONG/GMA7: Hindi man lang tayo, sir, nababahala doon, I mean, Palace?

SEC. PANELO: I’ll leave it first to the Secretary of Foreign Affairs.

ROSALIE COZ/UNTV: Sir, pa-react lang po. Ang Quezon City Local Government po ay nag-apruba na po na i-ban iyong paggamit ng single use plastic. Ang national government ba ay may move na gawin na itong nationwide?

SEC. PANELO: Wala pang sinasabi si Presidente. But I suppose all local governments would follow suit, since the President has already made a stand on that.

ROSALIE COZ/UNTV: Marami pong nakabinbing panukala para po maging batas iyon pong pagbabawal ng single use plastic, so mayroon din po bang move sa Office of the President na para mapabilis iyong pagpasa po noon?

SEC. PANELO: Well, that depends on the members of Congress. The President has already made a stand, definitive stand on that; all they have to do is to pursue that line.

JOSEPH MORONG/GMA7: Just last two questions. Would you like to comment or the Palace would like to comment on what the President said regarding Senator Pangilinan and the marital status of the Senator and the Megastar?

SEC. PANELO: What did he say about Senator Pangilinan?

JOSEPH MORONG/GMA7: Ang sabi daw po niya, pinapalayas na yata si …

SEC. PANELO: Pinapalayas niya?

JOSEPH MORONG/GMA7: Pinapalayas ni Sharon si Kiko.

SEC. PANELO: Pinapa ano?

Q: Pinapaalis sa bahay.

SEC. PANELO: Nino?

Q: Ni Sharon si Kiko sabi ni Presidente.

Q: And he will resign kung hindi raw totoo iyon.

JOSEPH MORONG/GMA7: First, comment on that aspect, sir?

SEC. PANELO:  I’d rather not say a thing about that, first, because I do not know anything about it; second, I’m not privy to any matter relative to the family affair of Senator Pangilinan.

SEC. PANELO: Talo kayo ni Chona, palaging nauuna. Makulit!

HENRY URI/DZRH:  Other issue.

SEC. PANELO: Naka-limang tawag eh! Hindi siya tumigil hangga’t hindi ako nagising.

HENRY URI/DZRH:  Other issue. Secretary, can we have your three minutes after the briefing? Thank you.

JOSEPH MORONG/GMA7: Sir, ‘yung kay Mayor Inday na lang, last. ‘Yung sinabi niya na ‘yung song “Manila” does not represent… well, the totality of the Philippines, bakit siya ginamit for the entrance, mga gan’un?

SEC. PANELO: Perhaps because of the title “Manila” itself, then she would be right it does not represent the entire Philippines. But it seems that “Manila” was used because that is the most popular song in relation to the Filipinos.

JOSEPH MORONG/GMA7: So, okay lang na “Manila” ‘yung ginamit?

SEC. PANELO: Ano? Ano?

JOSEPH MORONG/GMA7: Okay lang ‘yung paggamit ng song?

SEC. PANELO: Well, hindi naman—we are not… we’re not the organizers.

JOSEPH MORONG/GMA7: So, you think—

SEC. PANELO: But apparently, the people there, the crowd there liked it, laughed it up.

JOSEPH MORONG/GMA7: Even the President—

SEC. PANELO: They were all dancing, I was also dancing, all of us.

JOSEPH MORONG/GMA7: The President also.

SEC. PANELO: Because of the song, the mood…

JOSEPH MORONG/GMA7: Also the President, right?

SEC. PANELO: Yeah, umiindak din naman siya, nakita ko naman siya.

JOSEPH MORONG/GMA7: But do you think it’s—

SEC. PANELO: But Sara, the mayor, is right. We have to have a song that will reflect not only Manila but the entire Philippines – Luzon, Visayas, and Mindanao. Wala pa eh! Kaya ‘yung mga songwriters are being alerted including myself—

JOSEPH MORONG/GMA7: Are you announcing—

SEC. PANELO: —to make such a song.

JOSEPH MORONG/GMA7: Maganda nga ‘yung idea na ‘yun. Kailangan ‘yung buong Pilipinas nga naman.

MPC: [off mic] (unclear)

SEC. PANELO: Oo nga, capital ang Manila. Hindi na, Quezon City na ang capital.

MPC: [off mic] (unclear)

SEC. PANELO: No….

JOSEPH MORONG/GMA7: Sir, magpapa-contest ka sir?

SEC. PANELO: Ano? Ano?

JOSEPH MORONG/GMA7: Magpapa-contest ka?

SEC. PANELO: Hindi maganda ‘yan. Magandang idea nga ‘yun eh.

SEC. PANELO: Na gumawa ng ano… ng song na medyo “catchy” din and then sasabihin mo ‘yung mga peculiarities ng mga lugar. Kasi ‘yung kantang ‘yun parang Maynila lang ang applicable eh.

SEC. PANELO: Hindi naman lahat mayroong jeep eh.

SEC. PANELO: Ano-ano ‘yung mga… Ano nga ‘yung nakalagay sa lyrics nun?

SEC. PANELO: Ayun applicable ‘yun!

JOSEPH MORONG/GMA7: Alin, sir?

SEC. PANELO: Applicable ‘yung maraming magagandang babae sa buong Pilipinas. Pero ‘yung mga iba dun—ano pa mayroong mga sinasabi kasi doon na peculiar lang sa Maynila?

SEC. PANELO: Homesick?

JOSEPH MORONG/GMA7: Oo.

SEC. PANELO: Ahh… ‘yung mga naho-homesick sa Maynila.

JOSEPH MORONG/GMA7: Anyway…

SEC. PANELO: Yeah… we already issued a statement. We congratulate those who won medals – gold, silver and bronze. They have performed exceedingly well and that showcases the Filipino talent and the genius for excelling in sports.

JOSEPH MORONG/GMA7: Sir, hindi ba may—sabi ni SAP may incentive for…

SEC. PANELO: Yeah, there—according to the President, he will award the Lapu-Lapu Award. He will give Lapu-Lapu Awards to winning sportsmen and women plus incentives. Meaning, there will be financial windfall.

JOSEPH MORONG/GMA7: Windfall?

SEC. PANELO: Eh, marami sila eh! Eh ‘di windfall ‘yun. Kaya lang siyempre distributed.

JOSEPH MORONG/GMA7: Lapu-Lapu for all medalists, bronze to gold?

SEC. PANELO: Siguro gold.

JOSEPH MORONG/GMA7: Ah for gold.

SEC. PANELO: Oo, gold.

JOSEPH MORONG/GMA7: Alright!
