Interview with Presidential Communications Operations Office Secretary Martin Andanar by Ted Failon (DZMM – Failon Ngayon)

TED: Sec. Martin, good morning, sir.

SEC. ANDANAR: Manong Ted, good morning. Good morning sa lahat ng nakikinig sa inyong programa dito sa DZMM, thank you po.

TED: Sec, kagabi po napanuod ko si Sec. Abella. May binabanggit siya tungkol po dito nga sa September 21 na proklamasyon. Pero mismo po ang Supreme Court, aming tinawagan off air lang, sinasabi that they are still waiting for the official proclamation so they can also announce ‘no. So sir, kumusta po ito, sir.

SEC. ANDANAR: Opo, nandito na po sa harapan ko mismo iyong Memorandum Circular 26 na nag-aanunsyo po na wala ho talagang pasok sa mga opisina ng gobyerno at sa mga public school sa buong Pilipinas, sa buong bansa po. Pero nakalagay din po sa Memorandum Circular No. 26 na iyong mga tanggapan ng gobyerno na kailangan – like the DOH, the Philippine National Police, the NDRRMC – sa mga panahon na talagang merong emergency ay sila po ay dapat pumasok sa trabaho.

TED: Okay, para po mas klaro, sir. When you say government, lahat po ng sangay including sa Legislature at saka sa Hudikatura, sir?

SEC. ANDANAR: Ito po iyong Memorandum Circular No. 26, ito po huhugutin ko po iyong sa Proclamation No. 319 na galing po sa Office of the President. Pero nakalagay po dito na: ‘Therefore, I, Rodrigo Roa Duterte, President of the Philippines, hereby declares Thursday, September 21, 2017 as National Day of Protest in solidarity to the People’s call against excesses and shortcomings of the government and to the people’s desire to uphold the highest standards of integrity, efficiently and accountability in government. I urge all protesters to act to bounds of law, maintain a peaceful conduct of rallies, marches and demonstration. Be vigilant of possible infiltrators who may instigate violence in an effort to provoke the police and other law enforcement agencies and avoid causing any undue inconvenience to their fellow citizens.

Page 2: I hereby order all police and other law enforcement authorities to observe maximum restraint and maintain such distance from these assemblies and mass actions as maybe necessary to allow protesters the full exercise of their rights within the bounds of the law.

I enjoin all local government units to dispense with the permit requirements to holding public assemblies, marches and demonstrations in their areas, within their jurisdiction during the National Day of Protest.’

Wala pong nakasulat sa Proclamation No. 319, Manong Ted. Dito po sa Memorandum Circular No. 26 ang nakalagay lang po dito: ‘Work in government offices both national and local and classes in public schools all levels, including state universities and colleges are hereby suspended on the 21st of September, 2017.’ So government offices that includes, I guess, the Legislative and the Judiciary.

TED: Okay, so hindi po talaga specific. So ang ating construction, ika nga, ang atin pong pagkakaunawa – the whole of government.

SEC. ANDANAR: Opo, pero nakalagay po dito, Manong Ted, na pagdating po naman sa mga pribadong sector, nasa discretion na po nila iyan, whether private sector, universities and colleges or private sector work.

TED: Opo. Sige po. Again national and local ‘no, so lahat ng mga LGUs wala din pong pasok tomorrow and then national except doon sa mga meron pong ginagawa pong…nandoon po sa usapin ng nagbibigay ng emergency services, sila po ay suppose to be on duty ‘no.

SEC. ANDANAR: Opo, nakalagay po: ‘work in government offices both national and local and classes in public schools at all levels including state universities and college are hereby suspended.’

TED: Okay, sige po. So Sec. Martin, salamat sa inyo pong pagbasa sa naturang proklamasyon. Siguro po maari n’yo po itong i-feed din po sa amin sa pamamagitan po ng anuman pong paraan po para po natin muli po itong mai-broadcast sa kapakanan po ng ating tagapakinig.
