Interview with Presidential Communications Operations Office Secretary Martin Andanar by Susan ‘Toots’ Ople and Fort Jose, Global Pinoy – DWIZ

TOOTS: Hi, Sec. Martin.

SEC. ANDANAR: Hello, Toots. Good evening, kamusta?

TOOTS: Kamusta ka na? Ikaw ba ay—miyembro ka ba ng PDP Laban?

SEC. ANDANAR: Hindi ho, iyong father ko lang, yung father ko ang miyembro [laughs].

TOOTS: Oo nga eh.

FORT: Magandang gabi, Secretary, si Fort ho ito.

TOOTS: Baka may magalit dito kapag—

SEC. ANDANAR: Good evening. Nice to hear you again.

TOOTS: Oo.

FORT: Sec., kilala ka nga nito. Baka raw kapag lumipat ka eh may magalit sa iyo.

TOOTS: [laughs]. Hindi, Sec. Martin—

SEC. ANDANAR: Opo. Opo. Opo.

TOOTS: Mayroon po kasi ngayon, siyempre magkaiba iyong resulta ng surveys tungkol sa ating Pangulo ‘no. As usual ang tinitingnan ay iyong Communications capability at programs ng administrasyon. I for one know na naging relentless ka sa pag-ayos ng iba’t ibang opisina under the Presidential Communications Office—

SEC. ANDANAR: Opo.

TOOTS: Ito po iyong pagkakataon, Sec. Martin. Ano po ba iyong platforms na aasahan natin dahil obviously mas maraming tao ang kailangang malaman kung ano iyong mga mabuting programa na ginagawa ni Tatay Digong?

SEC. ANDANAR: Opo, tama po kayo, tama po kayo. Actually, sa Class ABC, wala naman tayong ganoong problema sapagka’t malakas po iyong social media platforms ng gobyerno—

TOOTS: Okay.

SEC. ANDANAR: We build it from—actually parang scratch na rin eh, kasi noong nagsimula tayo sa Presidential Comms, mga 10,000 lang iyong followers niya, ngayon 1.1 million na and we have a very-very high engagement. And in fact every time na magsalita ang Presidente or si Spokesperson Abella through the Presidential Comms Facebook ay natatalo natin ang ABS, GMA and other private companies, even if you watch it. And in any given time, [unclear]. In a year’s time talagang natatalo natin sila. PTV also is already very strong and in fact in some of the surveys talo niya rin iyong ibang—lahat ng network in terms of engagement because, when we came in Toots 13,000 lang iyong followers ng PTV ngayon that’s 1.—almost 1.2 million na—

TOOTS: Wow! Ang laking lundag. Oo.

SEC. ANDANAR: Opo, malaki po talaga. Of course maraming, maraming nagmamadali no, pasensiya but they must understand that we came in here with all of these agencies—actually parang run to the ground nga eh, ang tawag ko eh. But now PTV is getting better from 25,000 watts, it’s now 55,000 watts by the end…by midyear next year, we are expecting PTV Manila to be broadcasting at 120,000 watts. So basta pagdating sa mga—sa government plot channel Toots, I can really say that we are much way better than we found it last June—June last year. Of course maraming magsasabi about…‘Si Sec. Andanar, pagka mayroong banat na iyong mga kalaban, hindi siya sumasagot, etcetera, etcetera’. But we must all understand na mayroon kaming proseso sa PCOO na ang puwedeng magsalita sa amin ay si Secretary Abella lamang pagdating sa mga ganoong klaseng mga issues about the President. Then ako naman ay nagpapa-interview din but I’m really more focused on the corporate side, on the… sabi nga iyong technocrat side ‘no.

TOOTS: Oo—

SEC. ANDANAR: I’m more focused on—

TOOTS: Oo. Sec., iyong sabi mo nga ABC. Nakita ko rin iyong surveys eh. And he steadfast, ang popularity, ang trust kay Pangulo. Medyo curious lang ako dito sa D and E ‘no—

SEC. ANDANAR: Yeah. May problema tayo. May problema tayo sa D and E lalo na sa Visayas at sa balanced Luzon but this is the SWS survey, kung titignan natin. Padating pa naman iyong resulta ng—

TOOTS: Noong Pulse—

SEC. ANDANAR: Ng Pulse Asia but just the same, we take both surveys seriously. In fact, in fact itong mga survey na ito ay gabay natin ito sa gobyerno para gawin lahat nang puwedeng gawin para ma-improve lahat. So, we are not discounting any resurgence just because mababa siya, and then worst hindi na natin babasahin. Sa PCOO naman when it comes to the provinces, we launch this Provincial Communications Officer’s network in the entire Philippines. So mga labing-dalawang probinsiya na ang napuntahan natin starting midyear this year. At in every municipality, we are establishing one information officer, kasi hindi naman lahat—hindi naman lahat ng munisipyo mayroong PIO. So that’s why, we reached out to DILG and what to do is we’re really going around aggressively throughout the country.

And precisely to be able to deliver the message to the President kasi iyong class D and E especially the ‘E’ ang kanilang mode of communication is either TV, radio or iyong on the ground, iyong mga barangay activities, iyong mga ganoon. So just—let us refer for all those work force of the President, that we are doing everything to strengthen the Philippine Information Agency by creating the Provincial Communication Officers network and mind you, itong PCOnet na ito, the last time that it was really used to us during the time of Former President Gloria Macapagal Arroyo in 2004. And after which hindi na siya nagamit. So ngayon, ngayon natin nire-revive ito. We are asking the help of DILG to write the department order to all municipalities’ para nga obligahin lahat na magkaroon ng information officers. So madali, and by February mayroon ho tayong isang information summit, it’s going to be the biggest information summit that will happen in Davao City.

TOOTS: Iyon. Iyon pong Cabinet Secretaries natin, sir, paano kaya parang mas maibaba sila sa masa? Kasi I’ve been noticing na maraming Cabinet Secretaries, actually hindi naririnig sir, iyong iba naririnig lang kapag may kontrobersiya na pero iyon bang engagement nila lalo na sa radyo kung saan iyong mga mangingisda, mga magsasaka at alas singko ay nakikinig na hanggang sa mga umuuwi sa mga tahanan nila. Sir, puwede po kaya na mas marinig din namin sila?

SEC. ANDANAR: Yes, Ma’am, tama po iyon. Tama po kayo. I—in fact, I’ve been discussing this to Ernie already. Si Ernie being the Spokesperson of the President and also the lead doon sa Spokesperson’s Committee which—is comprise of the different spokesperson of every agency or every department. Pero napag-usapan namin because it has to be strengthened also. Alam mo ganito lang, Toots ‘no.

TOOTS: Ano po?

SEC. ANDANAR: We really need to work together because iyong PCOO kasi—our budget even for communications ‘no, and that’s about barely 300 million a year for PCOO or for PCOO proper, is even smaller than the communication budget of the other department.

TOOTS: Oo nga, totoo iyan.

SEC. ANDANAR: And alam mo iyan, nanggaling ka na diyan eh.

TOOTS: Opo.

SEC. ANDANAR: So that’s why there’s so many… maraming mga nakasanayan sa byurokrasya na kailangang baguhin.

TOOTS: Pero malalaki ang budget nila. In fact may mga consultant pa iyong iba eh. But they are not as creative.

SEC. ANDANAR: Yeah, that’s right. That’s right. So we need to—we need to talk to all of them again and really ask them to refocus their programs. Pero ito naman ay ginagawa na natin. So ano lang, siguro kaunting pasensiya lang sa mga kababayan natin. Pero we’re doing everything that we can.

TOOTS: Oo nga kasi I think a lot of people are just waiting, iyong waiting ba na their participation can be—iyong magiging active din sila not like—not only—iyong social media po kasi naging toxic eh.

SEC. ANDANAR: Oo, yeah naging toxic talaga. But as the head of the PCOO, I can say everyone naman kung ano iyong mga pagbabago na nangyari sa ahensiya, sa department all the way to the 8 other agencies or tasked agencies under us. But kulang pa, we need to really work closely with other departments also. Ay alam mo naman iyong mga departments eh mas gusto nila na ano eh, na parang independent country. [laughs]. So, iyon we need to navigate this bureaucracy more efficiently.

FORT: Sec., you said noong the last time na na-guest ka namin may nabanggit ka noon na mayroon kayong project na magkakaroon ng TV station for the Muslims. Ano na ang nangyari?

SEC. ANDANAR: The digital channel is already broadcasting and I was just in Marawi yesterday kasi we’re setting up the first free to air Muslim channel there in Marawi, iyong Salaam TV and we already got the nod from the Task Force Bangon Marawi na may pondo na and fund will be released in a week or two. So the digital television is live already on the ABS-CBN plus pero we are waiting for the free to air. Papasok na ako ng elevator, mawawala iyong signal doon.

TOOTS: Ah okay. Okay sige, Sec., sige, Sec.
