Interview with Presidential Communications Operations Office Secretary Martin Andanar by Orly Mercado (DWFM – All Ready)

ORLY: Okay. Kayo po ay—nag-attend ka ba doon sa budget hearing?

SEC. ANDANAR: Yes, sir.

ORLY: Hindi puwedeng hindi ka sisipot diyan, wala kang budget talaga. Naranasan ko iyan, talagang they want a Secretary to be there, hindi ba?

SEC. ANDANAR: Opo, nandoon po tayo and it was such a pleasant experience.

ORLY: I’m sure tinanong ka tungkol doon sa nangyari doon sa Philippine News Agency, ano ba ang paliwanag mo roon?

SEC. ANDANAR: Opo. Ipinaliwanag natin na noong pumasok tayo sa gobyerno, it was the agency na talagang pinabayaan, Ka Orly. Pinabayaan, so doon tayo tumutok. So we gave them reforms. Isa na diyan iyong binago natin iyong kanilang 2003 website and then we created a mobile site for them. Tapos ginawan pa natin ng application iyong Philippine News Agency and also we gave them social media presence, from zero presence in the beginning. Therefore—pati iyong training, Ka Orly. We gave training to the editors, to all of the editors, senior editors of PNA. In fact, we sent them abroad, marami pa kaming pinadala and then, ito nga…I warned them before na kailangan talaga nating ayusin ang trabaho natin dahil tayo po ay binabasa na ng tao, because wala nang nagbabasa niyan eh.

ORLY: Noong araw talagang ano—there was a time, people don’t even know the PNA existed eh or there was a PNA. Naalala ko noong araw kasi, noong panahon pa ng teletype, wala pang internet noon ay iyong mga iyon ang mga—Philippine News Service iyan eh, hindi ba?

SEC. ANDANAR: Opo.

ORLY: Bata ka pa, kaya hindi mo na—pero kami naalala naming iyong PNS na iyan, tapos naging Philippine News Agency. And I do remember you’re the type talaga who will set into the 21th century, dahil talagang meron kang…nagba-blog ka, nag-aano ka…meron kang podcast. We know very well that you have been very active in social media.

SEC. ANDANAR: Yes. Thank you so much, Ka Orly, for recognizing that. Alam n’yo po mga kababayan, noong pumasok po tayo sa gobyerno, tiningnan natin iyong mga ahensiya na napabayaan, as in zero na and isa diyan iyong PNA. At the same time, iyong mga tauhan din sa gobyerno na minana natin, we inherited, you give them sense of ano…open minded optimism na magagaling, di ba. So hindi mo sila gagalawin. Well, number one, hindi mo sila puwedeng galawin, kasi nasa Civil Service Code iyan eh. Kailangan mong pabayaan silang nandiyan, but at the same time give them training. Of course, I gave them one year to really cope with the entire situation.

Now, pumalpak doon sa… Number one, iyong photo ng Vietnam War na inilagay nila sa Marawi photo. Somebody did that in Cagayan De Oro. Now, he resigned sa sobrang hiya, kasi hindi niya inakala na babasahin ng buong bansa. Tapos number two, iyong nagsulat noong istorya ni Asec. Densing na very inaccurate, nag-resign din sa sobrang nahiya siya dahil hindi niya inakala na babasahin. Tapos pangatlo, itong sa Xinhua News Agency.

ORLY: Ah iyong sa Chinese, oo.

SEC. ANDANAR: Oo, in-upload kasi merong commentary, merong opinion. Ngayon normal lang po iyong information exchange sa iba’t-ibang mga information agencies or news agencies, meron po talagang agreement iyan. Pero when you upload a story na may commentary, iba na iyon. So, na show cause order po natin iyong tao doon, iyong editor. And then itong pang-apat itong sa DOLE na ang ginamit eh Dole Pineapple, eh Diyos ko ano ba naman ito. So sabi ko, kinausap ko agad iyong mga responsable dito…iyong retriever mismo, Ka Orly, ito iyong tao na kumukuha ng balita sa email, tapos kumukuha ng logo, tapos ina-upload – retriever ang tawag doon. Siya mismo inamin niya na what he did was he googled the DOLE logo, kasi hindi raw niya alam kung ano iyong DOLE eh, iyong logo, and he has been in the service for 40 years—

ORLY: The other thing is that, Secretary Martin, hindi naman sinasadya. Sinasadya or hindi, wala ka namang suspicion na parang parang talagang sinasabotahe?

SEC. ANDANAR: Mukhang hindi naman. Mukhang hindi nga niya talaga alam. But sinabi ko—40 years and more, Ka Orly. 40 years and more in government service, in PNA, and yet hindi alam kung ano ang logo ng Department of Labor and Employment… This is what we all face in the bureaucracy every day.

ORLY: Ayon. Wala nang hindi namo-monitor ngayon eh. Hindi ba? Eh lahat ng tao may access na sa internet at saka makikita mo naman, lahat ng tao meron ding camera. So, world is really shrunk and things have changed. Kaya tama iyong sinasabi mo, kinakailangan magkaroon ng pagbabago dito sa—kahit na matagal na gobyerno, kinakailangan they have to be changing with the technology, hindi ba?

SEC. ANDANAR: Tama po kayo. Kaya yung—noong pinasa noong retriever sa editor, iyong editor naman eh inilagay mismo sa website, ayun na. So we gave them show cause order na sila po ay magpapaliwanag and then they will be penalized with a maximum penalty that the law will allow us to do that. At the same time retraining and then nagtayo po tayo ng isang editorial board para hindi na po ito maulit muli. So alam mo iyon, parang—I am not a type that will micro manage, Ka Orly, but if we have to do this to PNA, then we will do it.

ORLY: Ay talagang importante ang—kaya lang ano eh, management by walking around. Dapat ikaw eh tututukan mo talaga, hanggang hindi naaayos iyong sistema and you still have to work with people who have permanent appointments, hindi mo naman puwedeng—katulad diyan sa private sector, puwede mong i-fire out ang tao eh agad-agad, pero dito hindi. But did you get your budget, naaprubahan?

SEC. ANDANAR: Yes, we got our budget and we also got commitment from majority of the congressmen – sina Congressman Zubiri, Congressman Nograles, Congressman Olivarez, Congressman Dimaporo. Lahat po sila, they gave us commitment, they will add more budget. Because they realized, Ka Orly, that we are the lowest budgeted department in the portfolios of—

ORLY: And communication is very important, napakaimportante iyan sa gobyerno.

SEC. ANDANAR: Kaya nga pinasasalamatan ko po iyong mga miyembro ng Committee on Appropriations for really understanding our plight. Salamat.
