Interview with Presidential Communications Operations Office Secretary Martin Andanar (By Cecile Alvarez and Bel Cunanan Radyo Balintataw / DZRH)

Q:                                                           Batiin mo na ang ating mga kababayan, Secretary Andanar.

SEC. ANDANAR:                            Magandang gabi po Tita Cecile at Tita Bel. Congratulations sa Manila Broadcasting Company, sa DZRH, sa 78 taong serbisyo sa bayan sa pamamagitan ng broadcasting, hindi lang po sa buong Metro Manila, kung hindi sa buong Pilipinas.

Q:                                                           At worldwide na rin, Secretary.

SEC. ANDANAR:                            Buong mundo.

Q:                                                           Kaya gustong-gusto ito ng mga overseas Pinoy, kasi daw dito nila natutunan para sa kanilang mga anak ang pagsalita ng ating wikang Pilipino. So, they use it also, parang language course lalo na pag may dula, tula at awit.

SEC. ANDANAR:                            OO, sigurado ako lalo na iyong mga drama na pinapalabas dito sa DZRH ay pinapakinggan ng mga kababayan natin sa ibang bansa. Pasensiya na po sa mga kaibigan ko sa DZRH at hindi po tayo nakadalo sa selebrasyon nung Biyernes. Sabi ko nga kay Lakay Deo ay ikain nyo na lang ako ng pansit.

Nung ika-77 taong anniversary last year ay nagpunta po ako sa programa ni Idol Joe Taruc at ni Lakay Deo. So this year, I missed it; but anyway, congratulations po at thank you for inviting me in your show.

Q:                                                           Madami ka namang lakad all over the country. Kahit na ngayon ang ating Pangulo talagang nakatutok sa nagaganap dito sa Maute assault.

SEC. ANDANAR:                            Tayo po ay galing ng Butuan City at Surigao City at nung nakaraang lingo ay tayo ay nagpunta ng  Siargao –  ito po iyong home province ng aking Ama – dahil inilunsad po natin iyong tinatawag natin na PCO Net.  So, ano po itong PCO Net? Ito po iyong Provincial Communication Officer’s Network; ito po iyong mga network ng mga public information officers sa buong Pilipinas. The last time it was convened was 2004 panahon po ni dating Presidente GMA. Nanghinayang po ako, dahil napakaganda po ng network na ito lalung-lalo na sa atin dito sa Ehekutibo kung saan ay trabaho natin na itawid ang komunikasyon mula sa opisina ng Pangulo all the way hanggang doon sa purok level. So, ngayong mga panahon na ito na nauuso po iyong misinformation, iyong mga false news, fakes news ay malaking tulong po ang nai-aambag ng isang united and strong network of public information officers.

Q:                                                           Lalo pa, Secretary Andanar, pag may krisis halimbawa di ba? Iyong communication talagang importante. Sa isang region halimbawa, kung lahat sila at one instance nandoon na, meron na kayong kontak.

SEC. ANDANAR:                            Tama po kayo.

Q:                                                           Tama, kakatapos lang ng lindol sa Leyte, iyong mga ganoon.

SEC. ANDANAR:                            Yes, tama po kayo Mam Cecile at Mam Bel. Alam n’yo po when I started managing the Presidential Communications Operations Office, I invited all of the communication or the media platforms. So I call it – meron tayong on air, iyon yung PTV at saka Radyo ng Bayan; meron po tayong online, ito po iyong mga social media, iyong mga pinalakas natin na online media presence ng Presidential Communication. So nandiyan po iyong on air – ito po iyong Radyo Pilipinas at PTV; nandiyan din po iyong ating online – social  media presence ng iba’t-ibang ahensiya ng PCOO tulad ng RTVM, Presidential Communications, PTV, Radyo Pilipinas,  Philippine News Agency, PIA.

Now, wala na hong diyaryo ang gobyerno eh, pero meron tayong printing press, meron tayong National Printing Office at saka APO. So gumawa po tayo ng on print – so meron tayong on air, online, on print – ito po iyong ‘Mula sa Masa para sa Masa.’ Ito po iyong tabloid na…actually iyong circulation namin maliit pa lang eh, kasi mahal magpa-imprenta eh. May katumbas na gastos iyan eh, kada printing mo. So every time napi-print kami ng mga 20,000 ay iyong mga followers ng Pangulo ay nagpapa-imprenta rin po sila, iyong kinokopya nila.

Q:                                                           Ah, sila na ang nagde-disseminate.

SEC. ANDANAR:                            Tapos meron po tayong—I realized that it’s not enough na nasa TV tayo, radyo, on air, on print, on line. But it is very important for us to be on ground, which is our off line – yung face-to-face communications. So sabi ko sa PIA, kailangan n’yong magre-focus. Kasi sa ngayon napaka-kalat ng strategy ng PIA, they are on air, lahat ng—they are everywhere, they are dipping their fingers everywhere. So, sabi ko, focus on ground, because you are the only agency ng PCOO na halos present sa lahat ng mga rehiyon. So kaya po iyon ang nangyari.

Q:                                                           So may mga satellites iyon bawat probinsiya, ganoon ba iyon?

SEC. ANDANAR:                            Opo, meron po kasing presence and Philippine Information Agency in all except for 15 provinces. Now, the only reason why na wala iyong 15 provinces, dahil kulang ang budget, pero nagagawan po naman namin ng paraan. So iyon po ang ginawa natin. Now, nung when I labeled them and clustered them into on air, online, on print, on ground, I realized that it was not more than enough because they were not talking each other. Oo, wala eh kasi meron tayong malaking proyekto, halimbawa iyong 10-point economic agenda ni Presidente, 10 months na wala pa ring nakakaintindi, sabi ko. Ikako, Secretary Sonny, we have to do something about this, because the branding of the 10-point economic agenda is not ticking sa mga kababayan natin. So what do you suggest? Sabi ko let’s name it ‘Dutertenomics.’ And let’s watch it, let’s launch Dutertenomics with all of the four agencies, the government media agencies. And then what I did was, I formed the committee and the committee is called the ‘Comprehensive Communications Committee.’  We are in charge of ensuring that all of the government media agencies work together with one goal – ensuring that the policy of government goes to the masses. And we are able to successfully launch it using only government funds, using government agencies not using any agencies outside government.

So nung ginawa po namin ito, sabi ko kulang yata iyong media agency, apat lang tayo. Sabi ko sino ba iyong mga in-charge ng Dutertenomics – Department of Finance, DBM, NEDA; tapos iyong sa build, build, build – DOTr, DPWH. So I called them together, siguro that’s about 1o agencies na merong directly or indirectly nakikinabang sa Dutertenomics. So, I told them we have facebook pages, kasi we do. So okay, bigyan mo ako ng access, lahat ng access. So, when we launched the forum dito sa hotel sa Conrad, I simultaneously  streamed  in  10 facebook  pages, hindi lang share, talagang  naka-stream ng dire-diretso. So therefore, we were reaching millions of people without even spending money. So ngayon naging successful siya, of course when the program is becoming viral, it catches attention, even the mass media was there.

Q:                                                           Iyong Dutertenomics, eh talagang by word eh, ang branding. Iyong Dutertenomics is incredible.

Q:                                                           At saka at least, merong reality-base. Kasi ang report even from the outside is that okay naman ang economics standing natin, despite of the problems being faced eh okay naman and economics standing natin.

SEC. ANDANAR:                            So ang nangyari po sa, Tita Cecille at Tita Bel, is that sobrang successful nung Dutertenomics, we were invited by the World Economic Forum to be present there in Cambodia. So we were free… actually a free room to explain Dutertenomics to all of them, to all of the big time businessman. So that was really something. And then after one week, pumayag din iyong OBOR – One Belt One Road in China, that we would be present there to presents our economic case. So after that, naging successful po siya sa awa ng Diyos at lahat na po ng mga government departments na merong mga communications campaign sa amin gumaya, because usually they would spent this so much money, pero wala namang impact. Kaya iyon po iyong nangyari.

Q:                                                           So sumunod dito iyong Cambodia and then there were One Road One Belt in China.

SEC. ANDANAR:                            The Philippines is one work here, iyong sa British Council at saka British Trade and Industry Chamber of Commerce and then we have one in UK, in London.

Q:                                                           Coming up.

SEC. ANDANAR:                            Coming up, where we have one in Frankfurt and we have in New York. So this is all about economy, and okay, successful siya and then nasundan siya ng real numbers, because the false numbers in the war against hard drugs was going around. Ito napansin ninyo, wala na masyadong kumakalat na 7,000…so iyon, so sunud-sunod na, from the Dutertenomics – real numbers, we launched together and then we also launched the martial law and…iyong extremism in martial law, there was the week—the week that martial was declared and then the following month the biggest TV undertaking that this government  ever  thought – the countering man on the extremism forum na nag-trending siya; and then the one with the 1990 –  which is the tax reform agenda na gustong ipasa nga natin na mai-adopt din ng Kongreso, ng Senado. And then yesterday, we had the ‘E-power mo.’ So ito iyong sa Department of Energy, E-power mo. Kasi it’s always an struggle to make people understand the energy itself na masyadong malalim eh. Kailangan hanapin din ng mga dalubhasa talaga eh. So kailangan namin i-masa pa iyong—

Q:                                                           Iyong cultural symbols people understand. Iyong hindi masyadong academics or democratic ang dating, eh hindi talaga pumapasok sa kamalayan.

SEC. ANDANAR:                            So, iyon nga po importante na, na  nung pumasok  po kasi  dito, halos  the institutional  memory of the Office of the Press Secretary was erased, it was erased. When we came here, it wasn’t there. Because,   remember that the Office of the Press Secretary was devolved into three offices.  So, the PCOO, itong office ko ngayon, the PCDSPO, the Strategic Communication Office and the Office of the Presidential Spokesperson. So ngayon, when  we came back,  nung umalis po iyong  mga pinalitan namin, iyong PCDSPO together went with them. Everything lahat, walang natira, mga employees, kasi lahat  mga contract of service,  basically iniwan sana iyong  organizational chart lang,   style  book saka iyong  website. But in terms of institutional memory and bureaucratic memory [inaudible] walang natira. So ganundin sa Office of the Presidential Spokesperson, ang meron  PCOO lang talaga. So for example  the job. The responsibility  of the Office of the Press Secretary  was to communicate or to  write speeches of the President and  everything nalipat po sa PCDSPO,  Presidential Communication Development Strategic Office. That was a special division.

Q:                                                           Writing only presidential speeches.

SEC. ANDANAR:                            Speeches and  then running   the Official Gazette. So, therefore we have to go back t0 basic, zero! We start from zero talaga.  So that was  struggle and it was a challenge   because sabi nga ni  Presidente FVR noon, eh kung gusto mong  makatulong  talaga sa gobyerno, kung  gusto mong makatulong, your  job is to ensure that the lives of the next generation,  better than your life or the situation and environment  is  better than your environment. So iyon ang  sinasabi ko sa mga tao ko dito. So the first act  that we did,  apart from reorganizing the department—was to produce  a groundbreaking and a…earthshaking executive order. So we drafted the Executive Order  No. 2 the Freedom  of Information. So, that’s what I did in the first month, pag-upo ko dito takbo  kaagad ako sa Office of the  Executive Secretary, tapos iyong itinayo ko iyong legal team ko dito, sinulat namin iyong draft.

Q:                                                           Freedom  of  Information.

Q:                                                           Mahalaga iyong ginawa nila Secretary Martin, kasi there  was a lot of  frustration na hindi nagawa iyong Freedom of Information, pero habang  hinihintay iyon,  at least tinutukan. So paano ninyo in-internalize, yung Freedom of Information.

SEC. ANDANAR:                            So, hindi naman siya aprubado sa Kongreso at Senado. Pero sinabi po ni Pangulo na  kung ayaw ninyong pirmahan,  pipirmahan   ko as an Executive Order.

Q:                                                           So that was what happened.

SEC. ANDANAR:                            So that’s all we did. Now, para sa mga nakikinig, sa lahat po na meron pong interes sa executive order na ito. Iyong executive order ng Freedom of Information ay Executive Order no, 2. Hindi ninyo masyadong mapapansin,   siguro kasi kaunti lang ang nakakaintindi  sa EO 2.  Sa palagay ko nga, kung hindi kinailangan magkaroon ng reorganization ng  executive branch,  magiging EO 1 ito eh. But of course we needed  to reorganize the Executive branch.

Q:                                                           So iyan ang naging EO 1.

SEC. ANDANAR:                            EO 1, which is—kasi otherwise, hindi mapipirmahan itong EO 2.  So,  it means that the  Executive Order No. 2, Freedom  of  Information  strengthens the right   to information. As  Senator Alvarez could understand,  would strengthen that phrase in the Constitution, the  right  to information na matagal na nating pinaglalaban. So, why is EO no. 2, important? Because ito po talaga iyong sandata ng mamamayan laban sa korapsyon. Why? Sabi nga ni Presidente, just be assertive and corruption will  stop in this country. The President already gave EO 2, which is the right to open the books  of the Executive Department, the right  to open the  books  of the agency of this department. The right to know what is happening inside our government,  within the  bureaucracy, nandiyan na EO no.  2, use it. Kasi  that’s useless if you don’t use it.  So palagay ko personally, this is a very important executive order.

Q:                                                           Totoo iyon, it’s a  landmark.

SEC. ANDANAR:                            Kasi sabi niya paulit-ulit sa mga speech niya, kung merong nang-ano, kung merong  nanghingi sa inyo   ng  pera sa Customs,  sampalin, sabihin ninyo na,  you have to  assertive, as a Filipino.  Tayo kasing mga Filipino hindi naman tayo assertive,  hindi   tayo kailangang  mag  professional. Kaya sinasabi ng  Presidente,  I gave you, us, this tool to use.  The second one that we fought for was another earthshaking  administrative order. So, we fought for the AO that would secure the media because for the longest time, nakilala po tayo as one of the most dangerous countries for reporters.

Q:                                                           Totoo iyan.

SEC. ANDANAR:                            Now, so ako,   as the Secretary of this department, sabi ko we have to do this. When I was the media guy. We used  to rant a lot about the  security of the media men in the Philippines. So we work, regarding the AO, lahat and the President signed it.

Q:                                                           Ano ang pangalan ng AO na ito.

SEC. ANDANAR:                            The Presidential Task Force on Media  Security.

Q:                                                           AO number… You have a number for it?

SEC. ANDANAR:                            Hulaan ninyo kung anung AO number?

Q:                                                           Ano, 3?

SEC. ANDANAR:                            Administrative Order no. 1.

Q:                                                           Ah, galing.

SEC. ANDANAR:                            So there’s a reason why it’s number one.  Remember there  was a ban na nangyari na sa media  and the President in his first two, three weeks   nung nahalal siya. That was a week of June 2, I remember nagkaroon muna ng kaunting tension si Presidente Duterte at ang media. Why is AO number 1, earthshaking and important and people must understand this. Because article 4, section  4 ng constitutions states that we  have freedom  of speech,  freedom of expression,  freedom of the press. By signing the Administrative Order no. 1 creating the Presidential Task Force of media security, it only goes to show that  the President respects and believed the  freedom of the press.

Q:                                                           Kumbaga parang in-underline niya, double-double underline iyong provision ng constitution, di ba?

SEC. ANDANAR:                            That’s right.

Q:                                                           At siya nga na-video.

SEC. ANDANAR:                            That’s what he did and reporters  without borders  came out with this report, last quarter of last year, If I  am not mistaken, from 138, ranking bumagsak tayo sa 126. So nag-improve yung ranking natin, as   one of the most dangerous places for journalist. So, biro mo  kasi 11 points yung binagsak na, in-improve ng ating ranking.

Q:                                                           In a  year’s time.

SEC. ANDANAR:                            In a year’s time,  and we only had one case of  media killing, this was Larry Que from  the  Bicol region and meron  itong kinalaman sa drugs,  kasi meron siyang inilabas na istorya about drugs.

Q:                                                           An expose.

SEC. ANDANAR:                            Expose. So he was killed by a policeman.

Q:                                                           Alam mo, Bel, masasabi ko na talagang earthshaking itong ginawa ni Secretary  Andanar tungkol sa Freedom of Expression, kasi as a UNESCO artist for peace, ang tutok talaga  on  freedom of expression is under the realm of UNESCO. And  every  Press Freedom Day, anytime nire-report palagi nila  lahat ng mga killings.  Eh dito, itong  security issue na ginawa mo, in fact, ewe interviewed  si Mr. Egco na part  of your team at pinasa naming sa  UNESCO   kasi palagi ngang nababanggit  na  oh, may killings na naman, etcetera. Eh nung pinadala namin itong  report na binigay nila, iyong Task Force ninyo, nagpasalamat ang UNESCO, siguro  sa next me  Press Freedom Day baka meron na kayong  medalya.

SEC. ANDANAR:                            So ang masasabi natin na these are two earthshaking,   groundbreaking AO and EO.

Q:                                                           Pakiulit mo nga, Secretary Andanar. From 132nd? We fell from 138th most dangerous place for media…

SEC. ANDANAR:                            From 138th to 126.

Q:                                                           Okay, malaking bagsak iyon. at saka kumonti iyong…

SEC. ANDANAR:                            137th to 126. So malaki pa iyong binagsak  and we attribute this to the signing of  the President  of AO number 1. Kaya pag sinasabi nga ng mga journalist, tinatanung ako, “oh, bakit chinallenge ni   Presidente and ABS-CBN?” It’s a first time that somebody challenged a media  organization?

Q:                                                           Bakit nangyari iyon. Can you refresh the memory of our listeners?

SEC. ANDANAR:                            Oo, kasi di b a  nagkaroon ng  sinasabi ng Presidente na nagbayad siya ng advertisement during the  campaign na hindi naman pinalabas iyong advertisement. So itong paliwanag ko  sa mga journalist na nagtanong sa akin. Sabi ko mahirap naman lahatin natin. It’s the  problem, it’s really  an issue between the  President and the organization. It’s not an  issue between the President and  the press. Because,  kapag nilahat natin iyong  press, that’s unfair. Kasi sininggle out naman   ni President iyong organization na may  problema sila. It’s not the industry itself, the press itself, it’s not the force of state, it’s just this organization. So in the first place pinirmahan niya  iyong AO no. 1, which is to protect us working in  the media.

So those are the, I think groundbreaking AO and EO that we initiated   na napirmahan. Tapos of course pagdating naman  sa management, ako I believed that  everything we do should have  an institutional  reform effect na dapat pag-alis  natin after five years, we leave this office  better  than what it was. Iyong susunod na mauupo dito  ay hindi na mahihirapan. Kasi, one push push of a button mayroon na lang sa’yong ano… maestro. Ganun-ganun na lang siya dahil gumagana na iyong PNA.

Philippine News Agency. During the  time of Marcos and during the time of Tita Cory, PNA was a relevant news agency, Philippine News Agency. In fact, inaasahan ito ng mga media entities, organizations lalo na sa probinsya. You know,   when we  took over  it, walang nagbabasa ng PNA. It wasn’t relevant anymore. Number one, the website was a 1993 website, 2016, hindi man lang binago. Number two, there  was no social media presence much more, walang application. Di  ba uso  ngayon mga application, you go to different  android or  what you call this iyong apple store and  then you download it, walang ganoon. So what we did was, of course first, we overhauled the website, we create the new one, brand new one. 

Q:                                                           So he has Muslim blood?

SEC. ANDANAR:                            Maranao.

Q:                                                           So half-breed na pala siya.

Q:                                                           Maranao. I used to work with a Muslim artist, Abdul Sampolna, who is part of the initial Muslim Integration Office.

SEC. ANDANAR:                            Opo.

Q:                                                           So pagkatapos, anong nangyari?

SEC. ANDANAR:                            So siyempre masakit. Actually, ako, I’m also a Samporna. My mother is aSamporna from the Neri clan. So masakit, kasi siya mismo, kinukuwento niya right on the very beginning na may Maranao blood siya, iyong mother niya ay Maranao. Tapos makikita mo ngayon, nag-declare siya ng martial law tapos iyong apektado iyong mga tao mismo ng Presidente doon sa Marawi. Kaya sabi nga niya, hindi niya kakayanin, hindi makakaya ng konsensya niya na hindi niya maayos iyong Marawi. He is really affected by Marawi—

Q:                                                           He keeps on saying naman there is this plan for rebuilding.

SEC. ANDANAR:                            Rebuilding which is—

Q:                                                           Rising up from the ashes.

SEC. ANDANAR:                            Opo, oo. That’s why he allotted about 20 to 25 million pesos just to rebuild and rehabilitate Marawi. And then, noong nagkaroon po ng briefing, Wednesday ay binanggit po ng Pangulo sa Camp Aguinaldo during the anniversary of NICA na may resurgence sa droga, may resurgence na naman. Bumalik nanaman sila sa National Bilibid Prison. Mayroon nanamang operation. And the President said, kung hindi kaya talaga, siya na mismo ang magiging director ng BuCor. Sinabi niya iyon.

Q:                                                           It’s amazing, ano? Bakit ganyan. How it can really—

Q:                                                           Well, look at what they have found in … among the soldiers in Marawi ‘di ba. Gaano kalaking droga iyon. Alam mo ang concern ng mga tao? Ang concern ng mga mamamayan natin, baka nanaman ipagbili iyan sa market. Naku, Secretary Andanar, sabihin mo sa Presidente, worried sila baka naman … dahil ang daming nakuha. What do you do with that?

SEC. ANDANAR:                            Ang daming nakuhang droga, ang daming nakuhang pera, cash. Ang daming nakuhang tseke. So, alam ninyo na po, kapag mayroon talagang illegal na gawain na ginagawang hanapbuhay ng mga maraming tao, talagang it will, many of them will try. Kasi ito iyong alam nilang … nakasanayan paano kumita ng pera eh. So it’s a big problem. I suppose…that’s the issue at hand again. You have number one, Marawi. Akala ko nga iyong pag-uusapan doon sa SONA, ang pinakamalaking isyu ay Marawi. Tapos noong binanggit niya iyong resurgence ng drugs, sabi ko, ito nanaman tayo.

Q:                                                           You mean resurgence nationwide?

Q:                                                           In Bilibid.

SEC. ANDANAR:                            In Bilibid, diyan sila gumagawa para sa Leyte eh. Sila iyong naglalakad palabas di ba? Ang kailangan lang cellphone. Kapag may cellphone, puwede ka nang magbenta ulit. So, it’s sad that it is happening. But we all must face this problem, hinsi naman puwedeng sumurender tayo sa …

Q:                                                           Oo, kailangan talaga. Pero at least may political will na nakikita. Iyon dapat ang ating susunod … mauubos na ang ating [inaudible] nguni’t naging matagumpay ang ating paliwanagan, parang paaralang bayan tungkol sa PCOO. At bigyan mo kami ng ilang tilamsik ng iyong diwa bago natin tapusin itong ating kuwentuhan. Nguni‘t nais lang naming ipaalala o kasabay ng sinasabi mong compassion. Itong buwan ng Hulyo ay disability prevention and rehabilitation month. Itong katakot-takot na climate catastrophes and armed conflict ay hindi lang kamatayan at pagkasira pero ang daming disabilities na nagaganap. Kaya magandang katambal namin ngayon ang DSWD, CCAF and all para ipakita kung paano dapat pangalagaan ang karaptan ng mga persons with disabilities. At saka nais namin magpasalamat na noong nakaraang Hulyo, nagkaroon kami ng exhibition by persons with disabilities we call handicapables, sa Malacañang. It was really a case na natulungan nga rin kami ng Office mo to show about inclusive growth.

Q:                                                           Siguro, Martin, ang isa ring appeal na gawin mo, sa mga kasamahan mo sa industriya ng communications, kasi importante talaga iyong from the north to south, malakas ang backbone na iyan ng communications. Kailangan natin iyan eh.

SEC. ANDANAR:                            Opo.

Q:                                                           Hindi puwedeng may isolated areas. Diyan nagta-thrive kung anu-anong mga katarantaduhan ‘di ba.

SEC. ANDANAR:                            Opo, tama po kayo.

Q:                                                           Ako sa ganun ako nakatingin eh, from backbone…

Q:                                                           Actually sa UN, mayroon silang linya na ngayon na they accept, kasi in a governance case mostly due to failure of communications.

SEC. ANDANAR:                            Tama po iyan.

Q:                                                           Kaya napakahalaga talaga ng ginagawang katungkulan ni Secretary Andanar.

SEC. ANDANAR:                            Actually, as we speak right now, we already test broadcasting Salaam Digital Television. This is the first Muslim television. Salaam is a peace TV. It’s a Muslim … it’s a government-sponsored television. We are now text broadcasting on digital 29 and 30 sa ABS-CBN Plus. Soon we will have our own black box. Soon we will have our own free to air television in Jolo, Sulu and in Marawi and hopefully, the entire ARMM. And ito po iyong pangako ng ating Pangulo. We suggested this to the President at the beginning of his term. He included this in his SONA.
