Ang Tanggapang Pampanguluhan sa Operasyong Pangkomunikasyon ay ang pangunahing sangay ng pamahalaan sa komunikasyon at ang tagahatid ng kaalaman at kamulatan sa mamamayan, na ikinararangal ang pamanang taglay at nakasunod sa mga pandaigdigang realidad.

Misyon
  • Magsilbi bilang tagapanguna sa pagpapataas ng kamalayan, pagtataguyod ng mobilisasyon panlipunan bilang suporta sa patakaran, palatuntunan at proyekto ng Panguluhan.
  • Magsilbi bilang instrumento sa pagpapabatid kaalaman hinggil sa kahalagahan ng usaping pambansa na magbibigay inspirasyon sa mamamayan upang mapalalim ang kanilang pakiki-isa sa mga isyu sibiko.

Mandate

To serve as the premier arm of the Executive Branch in engaging and involving the citizenry and the mass media in order to enrich the quality of public discourse on all matters of governance and build a national consensus thereon.


Vision

The PCOO is the lead communications arm of the Government and a vehicle of understanding for a well-informed and enlightened citizenry, proud of its heritage and attuned to global realities.


Mission

  • To serve as the primary vehicle for consciousness-raising, constituency-building, and social mobilization in support of the policies, programs, and projects of the Presidency.
  • To serve as a tool for informing, educating, enlightening the citizenry about matters of national importance for inspiring the citizenry to deepen their civic engagement.


Functions

  • Develop and implement necessary guidelines and mechanisms pertaining to the delivery and dissemination of information relating to the policies, programs, official activities and achievements of the President and the Executive Branch;
  • Develop, manage and operate viable government-owned or controlled information dissemination structures / facilities to provide the Office of the President in particular, and the Executive Branch in general, access to the people as an alternative to the private mass media entities;
  • Set up and maintain local and international field offices, where necessary, to ensure that accurate information from the President and the Executive Branch is promptly and efficiently relayed, delivered and disseminated to intended target audiences;
  • Manage, control or supervise, as may be necessary, the various government agencies and offices involved in information gathering and dissemination;
  • Coordinate and cultivate relations with private media;
  • Manage and administer the President’s official Facebook page as well as other social media sites;
  • Perform such other functions as the President may assign from time to time
  • Oversee, develop, and operationalize programs and mechanisms for the implementation of Executive Order No. 2, s. 2016 or the Freedom of Information (FOI) Program across the Executive branch; and all other FOI initiatives, including the electronic Freedom of Information (eFOI) platform of the Program.


Jose Ruperto Martin M. Andanar

OVERVIEW

Jose Ruperto Martin M. Andanar (born August 21, 1974) is the current Secretary of the Presidential Communications Operations Office (June 30, 2016-Present) under the Duterte administration. He was confirmed by the Commission on Appointments on October 12, 2016.

Martin has a solid 22 years of broadcast & communications management experience as a TV news anchor, radio commentator, podcaster, video & audio blogger, and voice-over image artist.

As a broadcast executive in the private sector, he built and headed News5 Everywhere, the online news video and audio portal of TV5.

As a broadcast talent, he anchored Punto Asintado on Radyo5 92.3 News FM and hosted another morning show on Aksyon TV and TV5. He was also the official voice-over image talent of News5, AksyonTV, and Radyo5 92.3 News FM.

On the communication technical side, he has extensive knowledge in online streamcasting, video cameras, audio recording, video & audio editing, and aerial cinematography.

Martin is a regular attendee at the National Association of Broadcasters (NAB) Conference in Las Vegas, USA and a regular speaker at the Broadcast Conference Asia (BCA) in Singapore.

Martin Andanar was conferred the Distinguished Alumni Award by the Federation University of Australia on August 31, 2017.

MILESTONES IN GOVERNMENT

  1. Championed Administrative Order No. 1 creating the Presidential Taskforce on Media Security.
  2. Championed Executive Order No. 2 or known as the Freedom of Information.
  3. Initiated the Salaam TV, the first Muslim Digital TV Channel in the Philippines.
  4. Initiated the use of 87.5 FM or FM1 as a government music radio station nationwide which will be launched on November 2017. Initiated the rebranding of 104.3 Business Radio to FM2.
  5. Initiated the reformatting and rebranding of the 32 Radyo ng Bayan stations to Radyo Pilipinas.
  6. Initiated the MOU between Japan and the Philippines in partly transforming PTV as an emergency broadcast network and road traffic data casting center of the Philippines.
  7. Championed the ongoing shift of PTV from analog to Digital Terrestrial Television Broadcasting.
  8. Initiated the Comprehensive Communications Committee, an executive committee tasked to maximize the use of all government media agencies in delivering government communications.
  9. Initiated the strengthening of the Presidential Communications (Government of the Philippines) Facebook page by way of live streaming all official speeches of President Rodrigo Roa Duterte. The followers increased tremendously from around 10,000 on June 30, 2016 to 1,100,000 on June 30, 2017.
  10. Pushed for heavy online presence of PTV on Facebook. The followers increased from around 30,000 on June 30, 2016 to more than 1,000,000 on June 30, 2017.
  11. Championed the Provincial Communications Officers’ Network (PCO Net), the first network of information officers in every municipality, city and province in the Philippines.
  12. Initiated extensive media training and upgrading of skills (locally and internationally) for the personnel of the following government media agencies: PTV, Philippine Broadcasting Service, Philippine News Agency, Philippine Information Agency, and the Presidential Communications Operations Office.
  13. Initiated the ASEAN Government Strategic Communications Center to be located at the Philippine Information Agency headquarters.
  14. Actively initiated the first ASEAN Information Ministers’ Fake News Roundtable Discussion on September 10, 2017.

The Presidential Communications Operations Office serves the Filipino people by ensuring the provision of accurate and effective communication of the national agenda; translating the government's plans and programs for public awareness, engagement and empowerment.
It serves the Presidency by providing coverage services and information-dissemination through various communication channels and multi-media platforms.
The PCOO was created under Executive Order No. 4 dated July 30, 2010, reorganizing and renaming the Office of the Press Secretary as the Presidential Communications Operations Office.
